Cultural buildings are very important for the society because their role is not only to satisfy a particular function, but to provide the opportunity to perform various activities and events of social significance. Cultural centers represent the hub of the city that serves to gather people in their free time, so their location is very important.

Due to the specificity of the location along the banks of the river Ibar, the entry way from two streets and the size of the parcel itself, the proposed solution is the creation of a large square overlooking the Ibar river and surrounding settlements, below which is the main program of the building with all accompanying premises.

In order to allow the crossing of pedestrians from one street to another, as well as allowing certain manifestations to be held on the roof of the building, a terrace structure was created with the podiums and platforms. The view from the terrace is oriented towards the river and the stone bridge.

In order to access the building, three cubes are placed on the upper side, which do not disturb the movement and view of the object. They include: the other main entrance to the building, the administration and the secondary entrance with a reading room.
